YOGYAKARTA, KOMPAS.com — Survei Quit Tobacco Indonesia Fakultas Kedokteran Universitas Gadjah Mada Yogyakarta menunjukkan, sejak tahun 2001 hingga 2009 terjadi penurunan jumlah perokok di kalangan siswa SMP dan SMA di Yogyakarta. Penurunan terjadi karena sekolah-sekolah semakin tegas menerapkan kawasan bebas rokok di lingkungan sekolah.
Dari survei terhadap 2.375 siswa-siswi SMP dan SMA di Yogyakarta tahun 2001 tercatat, jumlah siswa laki-laki yang merokok mencapai 60 persen, di mana 30 persen di antaranya perokok reguler (merokok setiap hari) dan 30 persen lainnya perokok eksperimenter (beberapa kali mencoba merokok bersama teman). Sementara itu, jumlah siswi yang merokok para tahun 2001 mencapai 19 persen, di mana 4 persen di antaranya perokok reguler dan 15 persen lainnya perokok eksperimenter.
Kemudian, hasil survei tahun 2009 terhadap 2.154 siswa-siswi menunjukkan, sebanyak 28,58 persen siswa merokok (6,98 persen perokok reguler dan 21,6 persen perokok eksperimenter). Sementara untuk siswi sebanyak 3,31 persen merokok (0,55 persen perokok reguler dan 2,76 persen perokok eksperimenter).
"Dalam dua hingga tiga tahun terakhir, banyak sekolah memang lebih ketat melarang siswa siswi mereka merokok di lingkungan sekolah. Siswa atau siswi yang ketahuan merokok akan diberi poin-poin sanksi dan jika terkumpul dalam jumlah tertentu mereka bisa terancam dikeluarkan," kata Koordinator Quit Tobacco Indonesia Fakultas Kedokteran UGM, Yayi Suryo Prabandari, Kamis (26/5/2011) di UGM, Yogyakarta.
Menurut Yayi, penurunan jumlah perokok akan lebih signifikan jika pemerintah pusat ataupun pemerintah daerah ketat melarang pemasangan iklan rokok. "Di Kota Padang Panjang, Sumatera Barat, wali kota setempat sudah menerapkan larangan pemasangan iklan rokok," ungkapnya.
Yayi mengungkapkan, pembatasan atau larangan merokok memang masih mengalami kendala. Badan Kesehatan Dunia WHO telah membuat traktat pengendalian tembakau dunia atau Framework Convention on Tobacco Control (FCTC) yang telah ditandatangani oleh 40 negara dan otomatis berlaku dalam lima tahun. Namun, hingga saat ini Indonesia menjadi satu-satunya negara di Asia Pasifik yang belum menandatangani traktat ini.
Sementara itu, di Kota Yogyakarta saat ini terdapat 10 rukun warga (RW) yang memberlakukan kawasan bebas asap rokok. Bagi setiap RW yang berhasil menerapkan kawasan bebas rokok, Wali Kota Yogyakarta Herry Zudianto memberikan plakat penghargaan.
